Ban all explosions during the 4th of July. Very Loud explosions usually start on July 1st and continues until July 5th.
The solution is to only allow residents to buy and ignite non exploding fireworks in residential areas. The exploding type can only be ignited in commercial areas and must be licensed to have such an attraction.
