LOTRO Character Name Reclaim from inactives

This petition is aimed at amending the policies currently in place on The Lord of the Rings Online as regarding the large amount of inactive players, many of which are below level 10, taking up names on every server of the game. We are asking Turbine/Codemasters to rethink their policy of being able to delete/rename players' characters so that new players and transfers may get their desired name, and not have it wasting away with a level 3 who was created 2 years ago and never logged in since.

Despite the fact that many accounts may be active there are players who create low levels simply to reserve a name for perhaps future use, or to prevent it from others. These characters are often created and either levelled briefly or left in the starter area. If they are never logged again then they should not be left their to fester. Even if only used as container characters, they would be logged every so often keeping them as active. However, for those that are created and never again logged in and sit there for months or years using up that name, this is unacceptable as it prevents new players or transfers from taking up their desired name. I propose setting a timer on low levelled characters. For instance if a created but never levelled character is not logged in for 2 months it may be removed, for characters up to the level of 5, 6 months and so on.

Especially once Free to Play arrives, it could cause an influx of players. This would increase the amount of players who try the game and then decide it is not for them and leave, leaving behind another character never to be active again. In the same way, new players will need to receive a name and if more and more get taken, the new players will end up with complete jumble as names or rediculous names. Especially on a roleplay server this could cause problems.
