It's been well over 2 years since the new laws entered in the books, like ; " NOT SMOKING IN PUBLIC AREAS " & " NOT TESTING OR USING YOUR CELL WHILE DRIVING " have been in "VIGOR ". The problem is, after the money it took to put these laws in the books, THEY ARE NOT BEING ENFORECED THE WAY THE SHOULD.
You can see policemen using their phones while driving , for every ticket that's issued, 5 or 6 are not.
Same thing with NOT SMOKING IN PUBLIC AREAS. Go to the CTA's terminal at Jefferson Pk., There are signs posted everywhere, ' NO SMOKING AREA ", yet, you will soon find smokers everywhere.
So if these laws Haven't been enforced and won't be enforce, The state owes it's people their money back, which was used to put these laws in the books.
Refunding in the form of tax brakes will be one way.
