On 22nd May 25 year old Tracey Connolly, her boyfriend Steven Barker, and their lodger, Barker's brother Jason Owen, were sentenced for causing or allowing the death of Connolly's 17 month old son, Peter.

Over a period of months, Peter was tortured, starved, abused, and finally robbed of his life, by the people who were supposed to care for him.

Yet the sadistic trio could be walking our streets again in as little as 3 years, 8 years, and 3 years respectively.

Any one of a catalog of horrendous assaults could easily have killed the toddler.  It's not known which one finally did.  Perhaps it was slamming him face first into a brick wall, or punching him so hard he swallowed a tooth, or whatever assault caused his untreated broken back.

The law as it stands in relation to domestic abuse and killing is inadequate.  The law used to convict the trio, the Domestic Violence, Crime and Victims Act 2004, was created mainly to close a loophole whereby domestic killers could evade a murder conviction because it was not known which of 2 or more individuals was responsible for the fatal act, and they would each blame the other.  Welcome though this legislation was, the maximum penalty, even for the most extreme cases, was fixed at 14 years, which is how people guilty of such appalling atrocities got away with such risible sentences. 

The logic is inescapable that the loophole will only be properly closed when the maximum penalty is changed so that the option is there, for the most extreme cases, of a life sentence.  Such cases are sadly not unique, and it must be right that the option is available for cases of the most unrestrained brutality behind closed doors.

Steven Barker, in particular, who is known to have been the main perpetrator, is a man of the most appalling wickedness.  He has also been convicted of the rape of Peter's then 2 year old sister, and has previous convictions for cruelty to animals.  This monster is not fit to walk our streets and never will be.  Jason Owen, Barker's brother, is a convicted paedophile.  The two brothers are also suspected of having repeatedly terrorized and viciously assaulted their own grandmother prior to her death.

The law needs to toughen up on child abusers and domestic killers by changing to a maximum penalty of life imprisonment for the most extreme cases of domestic killing.

Send a message to domestic killers that 4 walls will not protect them from justice.

We the undersigned, hope that you will consider this petition to amend the law in relation to extreme cases of domestic killing.

The recent case Baby Peter exposed the inadequacy of the current law in relation to these offences.  The Domestic Violence, Crime and Victims Act 2004 was created mainly to close a loophole whereby domestic killers could evade a murder conviction where it was unknown which of 2 or more individuals was responsible for the fatal act and they would blame each other.  Welcome though this legislation was, the maximum penalty, even for the most extreme cases, was fixed at 14 years, which is how people guilty of such appalling atrocities got away with such risible sentences.  While the review which is currently underway for this particualr case is very welcome, any increase will still be constrained by the current law, and offers no protection for future victims of extreme domestic abuse.
