People Watched In Horror As A Man On A Scooter Dragged His Husky Behind Him

She is just a few months old, but she's already had a rough start to her short life.

A man in Pu'er city, Yunnan, China was filmed dragging this small puppy down the street while he rode mindlessly down the road on his scooter.

After the dog was rescued, pictures of the puppy at the vet's office revealed that skin from her paws and belly had been virtually torn off.

After public outrage, the husky's owner posted an online apology explaining that she had simply left the pup with her elderly parents to care for her while she went to work. But unfortunately, the elderly members of [her] family did not know how to take care of it properly. 

If that's the case why would she leave her dog with them in the first place?

Shockingly, the owner is now back in possession of the young grey and white pup. We can only hope that the owner will "take good care of it in the future" as she promised in her online apology.

China, unfortunately, has no legislation protecting dogs from animal abuse against pets specifically or domesticated animals in general. So nothing will happen to the puppy's owner or to the man who dragged her puppy down a busy street.

But that could change. Activists have been urging China to pass animal protections for years, one version, proposed by Chinese animal rights focused NGO's suggests "a fine of up to $6,000 yuan (900 U.S. dollars) and two weeks' detention for those found guilty of animal cruelty." The draft proposal called Law on the Prevention of Cruelty to Animals has yet to be approved even after languishing in limbo for nearly a decade.

China is one of the only major economies that still has no animal cruelty laws on their books and it is time to change that. Sign this petition and ask China to do the right thing by passing real anti-animal cruelty legislation today.
