Stop unlawful arrests!

I have been detained twice, due too a man named Russell Edgar Wilson stealing my identity and committing crimes with my name. He was released with violent crimes from jail and then disappeared. I was stopped recently for a seat belt ticket and was roughly handled and taken to jail for the second time on this, even though I was able to prove it wasn't me and spoke to the states attorney about the case and was informed that I wouldn't be detained on this case again. But I was, and was told it would continue to happen for the rest of my life or until this other man was caught! I spoke to several different attorneys but was told that it was a civil case and basically nothing could be done. And that it would take up to five years to win a case and it wouldn't be much money due to a cap thats been applied. Help please anyone who knows what I can do. I have a family and its very scary being snatched from them like that. Not only that, but this man has serious violent charges, so I go straight into a red suit, (high risk violent) and placed with hard core offenders, such as the murders and rapists!
