Make Fallout Not Crappy Again!

Fallout has been lacking in what makes it great since the 2010 release, Fallout: New Vegas. Now I'm not saying we have to make a sequel to New Vegas but change needs to happen. For example, the classic skills system should return, with some rebalancing of course. There should also be max level again so players aren't overwhelmed and so they don't become too strong. Lastly there should be a new setting so players see something new. Perhaps a snowy area taking place in Colorado. We get a brief glimpse of snow in New Vegas' Jacobstown but it would be interesting to see this idea expanded on.
