FAILURE TO PAY (FTP) & FAILURE TO APPEAR (FTA) SEPARATE OFFENSES

As it stands now, DMV issues suspensions on any person(s) drivers license that FTA(fails to appear) on their court date. At the same time adds the FTP(failure to pay) charge with any FTA without the person ever making such agreement to pay a fine in a previous hearing and then failing, thereby increasing the penalty by over $300. DMV imposes a penalty fine on a person accusing them of failing to pay on deal that was never made in court. This petition restricts the DMV on imposing fines that have not been violated. How can any government agency impose a fine for failing to pay when arrangements have not been agreed by a party in front of a judge in a court of law?
