The United States Department of Health and Human Services(U.S. Government) partnered with Apple, Inc. and Google being negligent (by Federal Torts Claims Act law and Amendment 14) to responsibly consider (in March 2020) a first virus-controlling solution and legally use, specifically here, a [SARS-COVID-2-controlling or] 1st virus-controlling technology (a virus preventive measure technology), developed by Mr. Shakur Williams that the U.S. Dept. HHS and then top secretary did not hold off and immediate ("duty of care")utilization considered on the news- breakthrough virus-controlling technology avoiding harm to infect the whole U.S. population (Search internet to review: Shakur Williams vs. Biomedical Advanced Research and Development (BARDA). Also, Review: U.S. and Plaintiff States v. Google LLC, 2023 - lawsuit alleges Google used anticompetitive practices in markets to harm competition and potentially consumers - a January 10, 2025 U.S. court determination that Google is guilty of anticompetitive practices infers they were burgeoning their practices to consider in 2020; also, Coronavirus research information reveals 100 million coronavirus infections totaled from March 2020 to present date - reference: DeepAI.com). The U.S. Department of Health and Human Services in effect have harmed or causes,to present date, 100s[+] of million U.S. people, put at risk to consider their (U.S. Dept HHS's) negligence. The U.S. Dept. of HHS, to present day, still does not show a "duty of care" that any reasonable person would to deploy a legal contact-tracing technology to control and/or eliminate the virus. My ConTAGV Trac(TM) conceptual design's electronic contact-tracing system was wrongfully used and improperly applied to cause harm to U.S. population based from March 2020 - the then and still present negligence must be heard by U.S. people.
My efforts seek that we take "Action" based on a previous posed statement, as follows: "like all difficult questions in science, it benefits from having many eyes on the problem." Let many eyes engage on this U.S. Government health problem!
