Harrp

I would like to know if anyone has heard about this group located in Alaska that controls the climate conditions over the entire world.  I was given this information from a couple who have been involved for many years fighting environmental issues in the States.  I tried to get info on Harrp and nothing was available through the net.  If you have info on Harrp, I would be very happy to investigate this.
