It's proved so many times since many years that this country is not safe for women. Atleast men in this country are not safe for women. Instead of teaching your girl child to be safe, not to go out in odd hours, teach her how to protect herself. When women these days can be financially independent why can't they be physically independent too. Why do they need men to protect her? Let her protect herself.
And this needs to start from the roots(school). Schools should make self defence compulsory like any other subjects and teach the kids to protect themselves. Many schools have self defence as ECA but not in all schools it is compulsory.
Government along with a strong punishment to the rapist should also make defence as mandatory in all the schools atleast for girls.
