Body cams

There is a problem with our police officers and there body cams.there isn't voice video sound on for 23 minutes after they are turned on.the officers should turn theses cam on as they preceds to their patrole cars so they will be recording instance so all information is scans to protect the officers and the victims.so there isn't know misunderstanding between either party.
