Demand for North & South Carolina to have leash laws

Everytime I drive into North & South Carolina I see dead dogs EVERYWHERE!! As I inquired more into this matter I found out they do not have leash laws in place and dogs are allowed to roam therefore getting hit and killed by cars and people who don't care. PLEASE we need those states to require a leash law.
