justice for oreo and pumpkin

oreo and pumkin are two cats who were left behind when their owners Jerome Frazier and Virginia Depolito decided to move away with out them they left the apartment a filthy mess where the cats can get sick and its been 100 degrees here lately we did not know the cats were there untill one was saw in the window we were finally able to get in and give them food and water after almost two weeks of them being done we called local animal control who conected us to spca they have not came to remove the cats as of yet i think the owners need to be charged for abuseing these cats they should be arrested so please sign and help these two scared babies get justice
