Make restaurants and hot meals available for EBT SNAP

You cannot use your Electronic Benefits Transfer (EBT) card to purchase hot meals or meals intended for immediate consumption unless your state participates in the SNAP restaurant meals program (RMP). The problem with this is that the majority of individuals who qualify for food stamps are homeless and do not have access to kitchens, ready-made hot meals would help so much as to even change lives.

Lets get on the same page as California, Arizona and Illinois who are all pushing these benefits to their citizens on SNAP food benefits.
