Repeal or modify Service contract and Davis Bacon act

Retired Navy veteran on Tricare Prime and I am forced to take my employers health insurance when I am already fully covered and treated on base at a MTF Hospital. This is all due to me working as a contractor for the federal government under these Acts? Why should I be penalized $6500.00 per year for something that I don't need or use, I also pay a monthly payment for my Tricare Prime.
