Specialised disabled toilets

I have a brother in law that is severely disabled with Cerebral Palsy. He goes out with carers weekly as his mum and dad are managers of their local pub. When he has a toilet there is no where for the carers to take him, as obviously he would need a hoist in the rest room to help lift him.
Its concerning because these sort of facilities should be more freely available.
