make hedgehogs legal in CALIFORNIA

AZ has recently declared hedgehogs as "legal domesticated animals" though once considered to "be detrimental to habitat" in the west. Why cant CA follow AZ footsteps and make owning hedgehogs legal? AZ was one of the strictest standards and they let loose a few years ago. CA should do the same.
