Demand on wearing pants properly

Each and everyday I see young and older men wearing there pants inappropriately, I feel it being a concern with young and older women being subjected to there inappropriate behavior and indecent exposure . I also feel that local and state government agencies should get involved and subject these individuals to a fine and or community service till the message is clear and the public doesn't wanna be expose to such behavior.
