Title lein release.

With current policies in place, lenders are allowed to keep leins on vehicle titles, even after the vehicle is paid off and after they send the vehicle owner the title after the said vehicle is paid off. We need to end this practice. When a vehicle is paid off, the title should be free and clear!! The release should be sent with the title or sent to owner at the same time!
