Stray Animal control

I've witness many people purchase or adopt animals knowing that they're not financially stable enough to take care of one. As a result of the stress of not being able to take care of the pet they leave the pet to fend for themselves and it's not fair to the pets. This petition is to make it illegal to leave any pet stranded.
