Noise Pollution and Public Disturbance Arising From Events Hosted at Cipriani Labour College

    We, the undersigned residents of the community surrounding Cipriani Labour College, respectfully submit this petition pursuant to the Environmental Management Act, Chap. 35:05, and all relevant
    subsidiary legislation pertaining to noise pollution, public disturbance, and environmental health.


    Over an extended period, the College compound has been used as a venue for parties, fêtes, and other social events involving amplified music and crowd activity. These events have consistently generated noise levels that substantially exceed reasonable residential thresholds, particularly during nighttime hours. The resulting disturbances have adversely affected residents' quiet enjoyment of their property, their health and wellbeing, and the general environmental quality of the neighborhood.


    Despite informal complaints and attempts at resolution, the disturbance has persisted, creating ongoing hardship for families, including children, the elderly, and shift workers who rely upon the nighttime hours for rest. These circumstances constitute, in our respectful view, a contravention of recognised environmental standards governing noise emissions within residential zones.


    Accordingly, we petition the EMA to exercise its statutory powers and regulatory oversight to:


    1. Conduct an immediate investigation into the noise levels and frequency of events held at the Cipriani
    Labour College compound.
    2. Determine whether such events are in breach of the Noise Pollution Control Rules or any applicable
    limits for residential or mixed-use areas.
    3. Issue such directives, restrictions, or enforcement measures as may be necessary to prevent further
    public disturbance and safeguard residents' right to a peaceful and healthful environment.
    4. Require the relevant parties to obtain all necessary noise variation permits, where applicable, and to
    comply strictly with any conditions imposed by the Authority.


    We affirm that this petition is made in good faith, in the interest of environmental protection, community
    welfare, and the preservation of reasonable residential living conditions.
