Seek justice for neglected and emaciated Rudy!

This abandoned, dehydrated and starved pooch dubbed Rudy with barely any strength to stand up was rushed to the Brooklyn shelter of New York City Animal Care and Control where upon closer examination was also found with ulcers on his limbs and covered profusely in fleas. The medical bill is expected to be huge and the perpetrator is still at large. This sicko must be found immediately and punished before he hurts another animal.
