Prevent convicted Animal Abusers from ever owning or having a dog in their possession

The above person pleaded guilty to Animal Cruely in Henry County General District Court on March 11, 2013 .. He was fined 500 dollars .. 91.00 dollars court cost ... 30 days jail time which was suspended ... 12 months good behavior ... AND 200.00 dollars be donated to the Martinsville Henry County SPCA ...  Within a month after being convicted of animal cruelty, he has gotten another dog  ...  This is a very important issue which needs to be addressed ... We can make that change ... I am sure that everyone knows about Rumor... He was left to die a slow death by starvation..
