Tell Congress: Extend the Census Reporting Deadline

The census is foundational to our democracy and has been for more than 200 years. The 2020 Census will help determine the allocation of $1.5 trillion in federal funding for critical resources like schools, hospitals, highways, and parks. States and cities that have been hit by COVID-19 and other natural disasters will rely on this money to recover.

The public health pandemic has created historic disparities in census response rates across communities. Response rates on average in predominantly American Indian/Alaska Native communities are less than half the U.S. rate. And in predominantly Native Hawaiian/Pacific Islander neighborhoods and Black communities are more than 10 percentage points behind the U.S. response rate. For Hispanic/Latino neighborhoods, it's more than 7 points behind the overall U.S. rate.

And now the Trump administration wants to cut the 2020 Census 1 month short.

Rushing the Census follow-up means that these groups — who are also disproportionately impacted by the coronavirus pandemic — will miss out on critical community resources and political representation for the next 10 years.

Previously, the Census Bureau said it needed more time, which is why the Commerce Department and the expert staff at the Census Bureau moved the deadline to October 31. But the Trump administration is trying to cut the 2020 Census short and deprive millions of their right to participate in the 2020 Census.

A rushed census shortchanges critical operations that count people of color, American Indians, people with low incomes, and people experiencing homelessness. This would skew the allocation of critical funding, Congressional representation, and redistricting for every state in the country.

Congress must extend the statutory reporting deadlines for apportionment and redistricting in the next COVID relief bill to give the Census Bureau the time it needs to complete the count and allocate $400 Million to address continued 2020 Census challenges brought about by the coronavirus pandemic.

But for the 2020 Census to be successful, the Census Bureau must have the time and space to count hard-to-count communities, which means following-up with those who didn't respond on their own.

The 2020 Census is not complete without doing door-to-door outreach — it's a critical step to count people of color, immigrants, people with disabilities, people in rural communities, young children, and other groups that have been historically undercounted.

Rushing the Census follow-up means that these groups — who are also disproportionately impacted by the coronavirus pandemic — will miss out on critical community resources and political representation for the next 10 years.

Previously, the Census Bureau said it needed more time, which is why the Bureau itself moved the deadline to October 31. But the Trump administration is trying to change that so they can decide who counts and who doesn't, rather than allow the Census Bureau do its job.
