Refuse the Release of Animals to their Abusers!

During hurricane Irma, there were 5 dogs left in cages outside during and after the storm. The owners had left leaving the dogs trapped in cages in flood waters up to their chest. The owners did not leave instructions with neighbors and could not be located by officials. Animal Control has given the owners 24 hours to reclaim the dogs. I do not believe animals should be returned to their abusive owners. I feel these people should be charged, fined heavily, and restricted from reclaiming these dogs or obtaining new animals. These dogs were soaked in flood water and terrified, they did not have food or fresh water of their own. If not for the neighbors, the animals would have perished.
