demand a right to dogs not wearing collars, as they are now all microchipped

a lot of dog owners walk their dogs by the rivers . the dogs like to go in for a swim this can lead to dogs getting caught up on branches under the water or other debris .not seen by the owner as dogs are now by law to be microchipped the necessity to wear a collar should be void
