Punish owners that callously chained up Ricky

Meet 10 month old Ricky who was received into care at Orange County Care Animal Shelter. Staff grew suspicious after the family denied to have anything to do with the pup's poor state and clear signs of distress, so Coastal German Shepherd Rescue OC got involved. Now it's been officially determined that Ricky chewed off his leg in attempt to escape after being chained for lengthy amount of time. The untreated wound, however, soon led to rapid spread of infection causing poor Ricky to now live with 3 legs. We urge you to charge these owners for this mistreatment immediately, and permanently ban them from ever having another pet!
