2 dogs tied for long hours with short leash (Animal Cruelty), the owner of the house had been adviced by many passerby and animal welfare organizations as well still they coninue to do so. And when asked by local people who pass by why you are not leaving dogs freely, pet owner answers "its my dog i  can do what ever i want, who are you to question us" can some one senior people from police depatrment or Animal welfare rganization address  this matter
