Bring back the birch for young arsonists

We need to put an end to young people setting buildings ablaze. The recent incident at the Manchester dogs home where staff and dogs have died, because of a fire, started by a 14 year old boy, makes it clear that strong punishments need to be measured out, in order to prevent further tragedies. This is tountamount to murder, and should receive a severe punishment.
