Make Recycling Mandatory For Restaurants

Tons of plastics are thrown in the dumpsters behind restaurants every day. My goal is to recycle these plastics just like residential pickups are available now. My connection is I've seen this first hand. The solution is more availability to pick up the bins that have plastics in them.
