Federal law needed against Abusers of all animals with stiff penalties

Congress needs to enact laws protecting and safeguarding dogs, cats and other animals. I would suggest abusers receive a warning and be placed on a Abusers list for first offence. The second time to pay a fine of $10.000- $50.000. The third time prison would be appropriate.
