Stop dog abuse in Barrow Alaska

In barrow Alaska, most dogs are treated as guard dog/ polar bear alert dogs
More the 3/4 of dogs in narrow spend there entire lives on short chains outside in the winter
In freezing cold weather and in the summer living in mud puddles filled with ther own feecies.
The dogs are under fed anarête starving for attention.

I contacted the ASPCA and they say it's out of there jurisdiction. The town is to afraid to do anything about it cause it is such a small town. Ther is a vet clinic in the small town that is run by the north slope borough but they do nothing about the mistreatment of these animals

These dogs are treated as nothing more then peices of trash.
Every dog deserves a warm dry place to sleep , to be loved, and not to spend there lives miserable. Sad and in pain on a six foot leash if ther lucky.

Please help stop the mistreatment of these defenseless animal
