Fully prosecute man who admitted to dragging dog, abandoning mutilated body on state land

The Oklahoma Alliance for Animals offered a $5,000 reward for information leading to the arrest and conviction of the person who dragged and killed a dog in Osage County, leaving the mutilated body on public state land.

The reward resulted in a witness who identified a man living in Osage County. The identified man has confessed to dragging the dog. The Osage County Sheriff's Office and Osage County District Attorney have the man's name, information, and confession.

This petition respectfully encourages the Oklahoma State Attorney General and the Osage County District Attorney file felony animal cruelty charges and a misdemeanor count of improper disposal of a carcass, and then fully prosecute the alleged abuser to the fullest extent of the law including up to five years in prison and $5,000 fine for the felony abuse charge.

OAA has provided an extensive report to both the Sheriff's Office and the DA's office that includes a timeline, witnesses, and photographs of the abused body and location. OAA also arranged and paid for a necropsy of the body by the Oklahoma Animal Disease and Diagnostic Lab at Oklahoma State University. Although the findings were limited due to decomposition, the necropsy provided absolutely NO evidence to support any claim that the animal died before being dragged. In fact, photographs of the dog's face document the suffering and anguish of a painful death. There is evidence – in the form of restraints, the unnatural extended position of the legs, and the frozen look of anguish and pain on the dog's face – that support the dog died an excruciatingly painful death and was dragged.

Extensive national evidence documents that where animal cruelty occurs there are almost always other violent felonies.
