Stop Unnecessary Euthanasia in California Animal Shelters and Strengthen Humane Animal Protection Laws

For Juliana who was euthanized today for simply being exposed to parvo. She never tested positive but the shelter vet made the executive decision to euthanize her. We, the undersigned, are calling for immediate reforms to address the ongoing euthanasia of adoptable and treatable dogs in California shelters.

Across parts of California, overcrowding, limited resources, and inconsistent policies are resulting in the daily euthanasia of dogs, including puppies, pregnant dogs, and animals that could otherwise be adopted or placed in foster care. In some reported cases, animals are sterilized and then euthanized shortly after due to space constraints. While shelters face real capacity challenges, the current approach is not sustainable or humane.

We are asking state and local leaders to take meaningful, enforceable action to reduce unnecessary euthanasia and promote responsible pet ownership.

We Demand:

1. Transparency and Accountability
Require all shelters to publicly report euthanasia data, including reasons (medical, behavioral, space).
2. Stronger Support for Adoption and Fostering
Increase funding and partnerships with rescues and foster networks to reduce overcrowding.
3. Regulation of Backyard Breeding
Enforce stricter licensing laws and penalties for unregulated breeding operations that contribute to overpopulation.
4. Responsible Pet Surrender Policies
Implement education programs and, where appropriate, consequences for repeated irresponsible surrender of animals.
5. Spay/Neuter Expansion
Provide accessible, low-cost spay/neuter programs statewide to prevent unwanted litters.
6. No-Kill Policy Goals with Practical Support
Establish achievable benchmarks toward reducing euthanasia of healthy and treatable animals, paired with proper funding and infrastructure.
