Residents vote required to opt out of Public Option

In order to opt out of the public option, States would be required to put on its state election ballot that it wants to opt out of the public option if healthcare is pasted with the public option.

No state could opt out of the public option if it is pasted by congress without a state wide election.

We the undersigned do not want any state to opt out of the public option without a vote by the people of that state.
We want a statewide election so the residents of every state makes the decision not politicians
