Demand prosecution of man that buried dog alive
On July 13, 2025, a deeply disturbing act of animal cruelty occurred in Rawai, Phuket. A French national, Franck Bernard Marie Bayard, was filmed after burying an adult Husky breed dog alive. Thanks to the vigilance of local residents and the swift response of the Chalong Police, the Soi Dog Foundation, and senior Thai officials, the dog was rescued and is currently recovering.
We commend the rapid response from the Chalong Police, Soi Dog Foundation, and senior local officials — including Rawai Mayor Thames Kraitat and Phuket MP Chalermpong Saengdee — who personally attended the site, oversaw the rescue, and engaged directly with the suspect. Their leadership reflects a serious and compassionate commitment to protecting animals in Thailand.
The suspect has admitted to the act and now faces charges under Thailand’s Animal Cruelty Prevention and Welfare Act B.E. 2557 (2014). This law allows for penalties of up to 2 years imprisonment and/or a 40,000 baht fine.

The suspect not be allowed to leave Thailand until legal proceedings are complete and justice has been served,
1. That the Chalong Police and Phuket Provincial Prosecutor’s Office proceed with full prosecution under Thai law
2. That the Ministry of Agriculture and Cooperatives and the Department of Livestock Development support this effort through policy and public enforcement
3. That this case serve as a public precedent, sending a clear message to the world: animal cruelty is not tolerated in Thailand.
This petition is created out of respect for Thailand’s laws, gratitude to the officials who acted quickly, and a shared desire to protect the voiceless. We urge Thai authorities to continue their leadership by ensuring this case ends in a just and meaningful prosecution.
