Fine people dumping their dogs at villa lobos

Tia Torres of Villalobos, her family and staff are overwhelmed with dogs. They receive no government funding.  There is no more room at Villalobos.  Help them by asking the mayor of Louisiana to pass a law that people who are caught dumping their dogs anywhere in Louisiana will have to pay $300 fine with half the proceeds going to Villalobos to help them provide for the dogs.
