Put signs in front of malls stating to leave water with your animal

There is a law about leaving your animal in a vehicle with the window not down but what about leaving your animal outside with no water ? I find this subject is very important because they are similar if it is against the law to leave your animal in the vehicle then why isn't it against the law to leave no water with your animal ? Either way your pet can still be harmed or die, so why not do something about it ?
