
The City Council has recently authorized the sale of the property commonly known as “Parcel C” for the purpose of building a large apartment complex. Many citizens are concerned about this change in the General Plan and the resultant impact on the City of Hercules. For that reason, this petition has been developed by a group of concerned citizens.
Dear Council Members Devera, Delgado, Wilkins, Boulanger and Mayor Romero,
We the undersigned as citizens of the City of Hercules demand the following:
1.) That the long term vision of our community, first expressed in the Charrette of 2000 and enhanced over the twelve subsequent years through democratic processes, be respected in all considerations for the sale of city owned lands to developers.
2.) That the structural deficit in our city budget be eliminated through the active pursuit of new retailers and other commercial developments instead of the short-sighted practice of quickly selling city-owned land to private developers and accepting their vision for our community.
3.) That the plan to rezone Parcel C, to build 350 apartment units be denied, for the following reasons:
a) our community needs a balanced project that would incorporate retail and/or commercial developments;
b) the proposed project ignores the design specifications as noted in the “Waterfront Initiative”, and conflicts with Hercules’ “New Urbanist” vision; and
c) any development of this land should provide a public benefit to the Hercules community, including a sustainable source of revenue.
