Cape Fear Raptor Center Inmate, Scott Shimp, needs your help. Sign the petition for Gov. McCrory to grant early release.

Mr. Shimp, whom we call Scott, is the first employee of Cape Fear Raptor Center, a 501(c)3 organization that I founded to serve injured and sick birds of prey in Southeastern North Carolina. Scott is an inmate in New Hanover Correctional Center's minimum custody prison. He is serving a 13 year sentence for 2nd Degree murder when he killed 2 young women while driving under the influence of alcohol. He has served approximately 12 years so far. Scott was hired because of his experience training dogs through the Pawsitive Partners Prison Dog Training Program. Because of the dog experience, Cape Fear Raptor Center hired him through the Work Release program to work with, train, feed, recondition for release, and administer medication and medical care to our injured rehabilitation birds and our Educational Ambassadors that educate the public on the importance of birds of prey in our ecosystem.
Scott has shown immense character during his employment with us. He worked for Cape Fear Raptor Center until December 2015. Over the 8 months of his emplyement he grew from learning the everyday tasks, to heading the volunteer program, to assessing, drawing blood, anesthetizing, and triaging every new patient brought to the CFRC. He led all private tours, performed educational classes, and taught countless birds the skills of flight after injury. He is loved by the public, CFRC's volunteer corp, and anyone who has the pleasure to meet or work with him. His amazing attitude, unending optimism, and kind heart to both raptor and person makes him a testimate to his ability to survive and overcome the worst that life brings your way. He was not defeated by his mistake, but rather rose above it to become an amazing person and successful employee.
In December 2015, Scott was removed from his position by New Hanover Correctional Center for reasons unknown to CFRC. Cape Fear Raptor Center will not fight the Department of Corrections decision on this. Instead, we graciously request that Governor Pat McCrory grant Scott commutation and early release. A Request for Commutation was applied for through the Office of Clemency in October 2015 for Scott. All those that have had the pleasure of getting to know Scott at Cape Fear Raptor Center, please join with my organization and respectfully request Governor McCrory to release David "Scott" Shimp, rather than serving the rest of his sentence until April 2017. Let Scott go back to his paying job and be a productive member of society. He is an example of the system succeeding to rehabilitate an inmate. Join together and get our emplyee back doing what he does best- working, rehabilitation, educating, and contributing to both the raptors of CFRC and society.

Scott was hired because of his experience training dogs through the Pawsitive Partners Prison Dog Training Program. He’s trained dogs for several years during his stay in both medium and minimum security prison. Through this training, he was taught to train, medicate, and care for dogs on a daily basis.
