Conservationists accused of spying sentenced in Iran

Voice your deep concern about the capital offence charge against renowned Iranian nature conservationists. Urge the Iranian government to provide the detainees with the opportunity of a fair trial by adding your name to this Care2 petition!

On January 24 and 25, 2018, Iran security forces arrested eight nature conservationists: Houman Jowkar, Sepideh Kashani, Niloufar Bayani, Amirhossein Khaleghi Hamidi, Sam Radjabi, Taher Ghadirian, Kavous Seyed Emami and Morad Tahbaz. All members of a local, but internationally known environmental group, the Persian Wildlife Heritage Foundation. The group has been accused of using camera traps—intended for monitoring rare Asiatic cheetahs and other endangered wildlife—to spy on the nation's ballistic missile program.

On February 10, 2018, the family of Kavous Seyed Emami, an Iranian-Canadian university professor who was arrested with the other activists, reported that he had died in detention under unknown circumstances. Iranian authorities claimed that he committed suicide, but they have not conducted an impartial investigation into his death. On February 25, authorities arrested yet another environmentalist, Abdoreza Kouhpayeh, who remains in detention with the seven other activists.

On October 24, 2018, the Tehran prosecutor said at a news conference that the authorities had finalized indictments for the conservationists, who have been held since January and February. He said that four (Taher Ghadirian, Houman Jowkar, Morad Tahbaz and Niloufar Bayani) face the charge of "sowing corruption on Earth", which includes the risk of the death penalty. He justified the charge based on a claim that they were "seeking proximity to military sites with the cover of the environmental projects and obtaining military information from them". (Those charges were dropped in mid-October 2019 because they couldn't find any evidence for the accusations, and changed their accusations!)

Three of the accused serve on International Union for Conservation of Nature (IUCN) panels that weigh evidence of the status of wildlife populations and recommend whether to add or remove species from IUCN's Red List of Threatened Species. Taher Ghadirian, Houman Jowkar and Amirhossein Khaleghi Hamidi are members of the IUCN Cat Specialist Group, and Ghadirian is also on the IUCN Bear Specialist Group. The IUCN released a statement following the alarming news on the 26th of October 2018.

In November 2018 more than 340 conservationists and scholars from 70 countries across the world including UN Ambassador of Peace, Jane Goodall DBE, signed a letter (published in Science) expressing support for the eight detained conservationists. The letter and signatures have been handed over to the relevant authorities in the Islamic Republic of Iran.

One year later, November 2019, the detainees have heard their sentences. PWHF founder Morad Tahbaz (who holds both U.S. and Iranian citizenship) and program manager Niloufar Bayani both received 10-year sentences, while Houman Jowkar and Taher Ghadirian were sentenced to eight years each, and Sepideh Kashani and Amirhossein Khaleghi Hamidi sentenced to six. Abdolreza Kouhpayeh and Sam Radjabi were sentenced to four and six years respectively.

Several global conservation institutions have voiced their concern after the news of their sentence came out:

حافظان طبیعت ایران با خطری بزرگ و جدی روبرو هستند.

نگرانی خود را در مورد اتهام بزرگ به حافظان طبیعت ایران به گوش دیگران برسانید. با اضافه کردن اسم خود به این طومار، از دولت ایران بخواهید تا برای متهمان شرایط رسیدگی عادلانه به پرونده هایشان فراهم شود.

در تاریخ ۲۴ و ۲۵ ژانویه ۲۰۱۸، ۸ نفر از فعالان محیط زیستی ایران به نام های «هومن جوکار» ، «سپیده کاشانی» ، «طاهر قدیریان» ، «امیرحسین خالقی» ، «سام رجبی» ، «نیلوفر بیانی» ،  «مراد طاهباز» و «کاووس سید امامی» توسط مقامات امنیتی ایران دستگیر شدند. تمامی افراد این گروه اعضای موسسه ای به اسم «میراث حیات وحش پارسیان» بودند که در سطح بین المللی شناخته شده است. این گروه متهم به استفاده از دوربین تله ای (که در اصل برای جمع آوری اطلاعات در مورد یوزپلنگ آسیایی و دیگر گونه ها استفاده میشود) برای جاسوسی در مورد برنامه موشکی ایران شده اند.

در تاریخ ۱۰ فوریه ۲۰۱۸، خانواده «کاووس سید امامی»، استاد دانشگاهی (با تابعیت ایرانی-کانادایی) که به همراه دیگر فعالان دستگیر شده بود، اعلام کردند که وی در زندان و تحت شرایط نامشخصی جان باخته است. دولت ایران اعلام کرد که وی در زندان خودکشی کرده ولی هیچگاه تحقیقات مشخصی در مورد دلیل مرگ او صورت نگرفت. در تاریخ ۲۵ فوریه مقامات فرد دیگری را به اسم عبدالرضا کوهپایه دستگیر کردند که همچنان در بازداشت به سر می برد.

در تاریخ ۲۴ اکتبر، دادستان تهران در یک کنفرانس مطبوعاتی اعلام کرد که پرونده فعالان محیط زیستی که از ژانویه و فوریه تحت بازداشت بوده اند نهایی شده است. وی افزود که جرم ۴ تن از این افراد (طاهر قدیریان، هومن جوکار، مراد طاهباز و نیلوفر بیانی) به "فساد فی الأرض" تغییر کرده است. جرمی که بر اساس قانون میتواند مجازات مرگ را در بر داشته باشد. او در مورد دلیل این اتهام توضیح داد که نامبردگان به بهانه حفاظت از محیط زیست به سایتهای نظامی ایران نزدیک شده اند و در مورد آنها اطلاعات به دست آورده اند. (در اواسط اکتبر ۲۰۱۹ این اتهامات برداشته شدند چرا که هیچ مدرکی در جهت تایید آنها یافت نشده بود)

 

دو نفر از افراد نامبرده اعضای پنل IUCN هستند و امکان نظردهی در مورد اضافه یا حذف کردن گونه ها جانوری از لیست «گونه های در معرض خطر» IUCN را دارند. طاهر قدیریان و هومن جوکار از اعضای «گروه تخصصی گربه سانان» IUCN هستند و طاهر قدیریان عضو «گروه تخصصی خرس» در IUCN نیز می باشد. پس از اخبار نگران کننده ۲۶ اکتبر، IUCN بیانیه ای را در این مورد صادر کرد.

در ماه نوامبر بیش از ۳۴۰ فرد فعال در زمینه محیط زیست از سراسر دنیا و بیش از ۷۰ کشور، از جمله «جین گودال» سفیر صلح سازمان ملل، نامه ای را در حمایت از فعالان دستگیر شده امضاء کردند. نامه مذکور به همراه اسامی امضاء کنندگان به مقامات مرتبط در ایران تحویل شده است.

یک سال بعد، در نوامبر ۲۰۱۹، بازداشت شدگان بالاخره از احکام خود مطلع شدند. مراد طاهباز بنیانگذار موسسه میراث حیات وحش پارسیان (دارای طبیعت ایرانی و آمریکایی) و نیلوفر بیانی مدیر برنامه ریزی موسسه هر دو به ده سال حبس محکوم شدند. همینطور هومن جوکار و طاهر قدیریان به ۸ سال و سپیده کاشانی و امیرحسین خالقی به ۶ سال حبس محکوم شدند. دو بازداشتی دیگر با نام های عبدالرضا کوهپایه و سام رجبی به ترتیب به ۴ و ۶ سال را در زندان خواهند گذراند. 

 

موسسه های محیط زیستی متعددی اعتراض خود را به احکام متوجه متهمین اعلام کرده اند:

ما نباید از حمایت خود دست بکشیم! لطفا همچنان این طومار را به اشتراک بگذارید تا بتوانیم تا جای ممکن به تعداد امضاها بیفزاییم و نگرانی عمیق خود در اینباره را به گوش مقامات مرتبط در تهران برسانیم.
