Petition to Support Limited Non-Chemical Hair Services for Cosmetology Students in Ohio

    To: Ohio State Cosmetology and Barber Board

    We respectfully request consideration for a policy update that would allow enrolled cosmetology students in Ohio to legally provide limited non-chemical hair services — specifically braid take-downs and similar removal services — for compensation outside of school settings while remaining under clear safety guidelines.

    Purpose of This Petition

    Many cosmetology students face financial hardship while completing their education. Allowing students to perform simple, low-risk, non-chemical services would provide an opportunity to earn income, gain experience, and build professional skills before licensure.

    This petition is not requesting permission for students to:

    * perform chemical services,
    * cut hair,
    * provide scalp or medical treatments,
    * or falsely represent themselves as licensed cosmetologists.

    Instead, this petition focuses only on low-risk services such as:

    * braid take-downs,
    * extension removal,
    * wig preparation assistance,
    * and similar non-chemical hair removal services.

    Why This Matters

    1. Helps Students Financially

    Many cosmetology students struggle with transportation, housing, tuition costs, and everyday expenses while attending school full-time. Limited non-chemical services could help students support themselves legally and responsibly.

    2. Creates Safer Consumer Experiences

    * and only perform approved non-invasive services.

    Our Request

    We respectfully ask the Board to explore:

    * a student permit,
    * limited-service registration,
    * or another regulated pathway

    that would allow cosmetology students to legally perform braid take-down and similar non-chemical services for compensation under defined restrictions.

    This proposal aims to protect consumers while also creating fair opportunities for hardworking students pursuing careers in the beauty industry.
