S.C. Public Lake/River Flotation Device Stations

Due to the high temperatures reached in South Carolina in the summer, swimming at rivers and lakes increase. Most of this swimming is done within a couple yards off the shore. However, there are many times that these days of cooling off can turn deadly in a short time. In an emergency situation time to react and have a positive outcome decreases drastically every second. The average person wants to help in an emergency. In a drowning situation, trying to help can be very dangerous due to the first person panicking. Most people call 911 and watch helplessly. It is my belief that parks/areas in the state should have throwable flotation devices every few hundred yards of water access with signage and easy to read instruction. These simple devices may be the difference between life and death. Please help me push this petition so that together we can possibly save a life.
