Make Chaining Animals Illegal in All 50 States

In Florida there's a dog chained 24 hours a day and when checking with my local animal control, the only laws are that the chain has to be 10 feet, have access to food and water, and a dog house. If there isn't a doghouse they will provide one. I am told that the dog is left out in the cold. Animals were not created to be used in the place of home alarms. They require love and attention as well as play time! Please help with this urgent need change the laws on chaining a dog or any animal 24 hours a day for their entire life!
