Surgery For 16 Year Old's Knee

16 year old boy has torn his anterior crucial ligament and requires sirgery as soon as possible but surgeons are delaying it for a year, he needs it done before the end of the next 3 months to recover in time for his scholarship to the USA at the end of the year, otherwise he won't be able to go and he's dreams would be crushed. PLEASE HELP!
