Make Spaying And Neutering A National Law!

Overpopulation of dogs and cats is a huge problem that needs to be resolved. Millions of animals are taken to shelters each year and money is spent to house and feed them for a few days and then to euthanize them. Stop the problem before it happens by making pet owners take responsibility. Spaying or neutering dogs and cats should be a law unless a permit is filled for responsible breeding.
