I, the undersigned RADU PETRE, president of the humanitarian Association „SORRISO DEL SOLE” with domicile in via XX Settembre 19-21 Rivanazzano pv. 27055 Italy, I submit to the attention of Your Excellency the following
MEMORIAL
Asking you to offer me your support in solving the problems that I am going to expose in the following lines, hoping that you will undertake the appropriate measures:
Rarely someone was witness to such a diabolical tenacity and perseverance in promoting aberrant proposal of legislative initiative, profoundly antidemocratic, obviously anti-constitutional and in total contradiction with the norms of the European Union.
The project of "Law concerning the declaration and control of the wealth and the conflict of interests, and also the regime of the incompatibilities for the persons that are exercising public functions and dignities" reminding the connoisseurs of history of the "Squadrons of Franco", led by the general Cedar, that used about the same "axe of popular justice” and the formula of government outside the law, with the mere difference that Spain of the time was in chaos, which made the country un-governable by the rule of law.
As well, the number of governmental agencies is unbelievably numerous, with unclear attributions and un-checked by any official instance. The cabinet of the prime minister is coordinating about 30 agencies. 15 agencies are subordinated directly to the prime-minister, while 4 are under the leadership of the delegated ministers. We have a ministry of communication and the technology of information, and also a General Inspectorate for communication and the technology of information.
Even more, besides the prime minister we have three ministers of state, because this Coalition in power is composed of four parties. What would have been the composition if the coalition had been formed out of six political formations? If political parties are afraid that by restructuring will lose certain seats, the political war will become obvious again.
The algorithm functioned well to the spoils of the ministries, initially, but it is going to be difficult to be applicable when it will have to function for reducing the spoils. The quarrel of restructuring is imminent, and the first signals are here, especially with statements such as "The democratic Party has no hidden agenda" in what the governmental restructuring is concerned, while a serious change has to have as principles: 1. the efficiency, by reducing the number of public employees and by eliminating all the institutions with parallel or identical attributions; and, 2. the observation of the fundamental elements from the program of government proposed by the Coalition (and not the political quarrels among the political formations that were generated by the allocation of the public functions).
From the comfortable seats from the Victoria Palace, the real Romania is quasi-invisible. Within Romania of rank and file citizens there is only chaos, poverty, crisis, and much too much incompetence up to the highest levels.
Within nowadays real-Romania, the ministers are lying with serenity and they do not answer in front of anybody. In Romania, all GOVERNMENTS "have produced" only bankruptcy after bankruptcy: in health, agriculture, education, finance, transportation and environment. The Romanian sanitary system was a trial and a challenge for all the governments after December 1989. The sick people who paid in time the terrible crises in this field support the punctual deficiencies within the health system. I am referring to an all too well acknowledged vanity fair. Romanians keep hoping that the things are going to get into a course of normality, but in vain.
From one year to the next, the confusion increases, while we are groping in the darkness of diversions, intoxications and manipulations. Who is benefiting from such a permanent state of incertitude and uncertainty? It’s simple: to the beasts from the economy of jungle, to the liquidators, to the fauna of the gigmen with their vilas, jeeps and bodyguards, who have instituted here a mafia state, a state that is ingrate with the honest people, with the true professionists, and very generous with the evasionists and with the defrauders of the economy.
There is an uproar coming from the trade unions, we here voices, more and more critical and clearer. Their leaders cannot stand the pressures of those they represent anymore, for the latter had enough social peace and no perspective. The opposition parties, media, the NGOs are still trying to get the attention towards the storm ahead, but the governants are too busy applying the political algoritm and they have no time left to check the polls. They show the presence of a “new Inchisition”, they underline that civil society is against the police state, they state that "The New Inchisition separates the Power from the rest of the world".
Romanians are gaining less and less. Many of them, maybe the most, cannot cover from their paycheck, even less from their pensions, the mimimum of the living. Obssessed by the success of a reform they do not even understand, the governors have forgotten, or maybe they never knew, that the most accurate indicator for implementing a reform is that of the dynamics of the real income of the population.
The dispersion of interests and options is so big that it is clear that the internal dissolution is close. That it is close to the same extent it is necessary, for the country and for the objectives of integration.
The evaluations of the ministers are made within the polemics between parties where each is sustaining its own people, beyond the acceptable limits of subjectivity. We acknowledge that, instead of a Government, or of a team, we are in front of an endless confrontation, without any common sense, amongst a multitude of groups of interest. They overcome by far the number of the parties in government, and they tend to develop exponentially, as far as the Government grows weaker and more inefficient. The team relationship of cooperation cannot even be mimiced or saved by the appearences of the civilized language.
Suspicions, quarrels, marginalizations, aggressive public declarations, during the recent past (a period going against all odds towards the horizon of integration), this is the image of Romania’s Executive Power, and that of Power for that matter. This was a period when no extended or public interest project was initiated. This was a period when the teachers and their trade unions were lied to, because at the table of negotiations the Government bluffs. The same practical jokes, of an electoral type, were played on millions of pensioneers. The doctors, gibed and humiliated by an imposter minister have discovered that neither health nor hospitals are their field of competence. In the same key of generalized mockery, mister Boc and his colleagues from the Democratic Party, find out that they cannot accomplish the promissed reshuffle, because then the promoter would be the prime-minister.
Everybody is cheating everybody else, but the only one who has no one left to cheat and speculate is the simple citizen of Romania. This person is the biggest gullible, living a very successful joke ever since our revolution from December.
How would they know that all depends not only by the Romanian governants, but also by our seriousness, correctitude and patriotism%u3000? Otherwise, the auctions for the communitary fonds are to be won as well exclusively either by those agreed by the European Union Delegation at Bucharest, or by the power’s clientage.
Witness is the fact that the negotiators from other countries were better at sustaining the antional interest in dialogue with the Monetary Fond, with NATO, with the European Union, and with other institutions, in consequence, their countries doing much better than Romania.
Romanian negotiators after 1989 were all greedy staless people, corrupted, superficial and totally lacking the national instinct.
Therefore, Romania’s international claims and all its promissory notes with a value of $7.5 billion vanished, this way the industry and agriculture were distroyed, the same happened to the silvan fond, to the banking system, to the golden reserve, and to the oil and natural gas resources. Our negotiatiors and their political masters ended the game loaded, but the country was betrayed, rifled and plundered, groaning under diseases and humiliation.
There are witnesses to the disaster: the special services. Now they seem left without patriots, because they went away, while the remaining ones are kept under control, and thus, the stateless people are still making the games deep inside the filth of politics. Most of the patriots worked in the services in vain. No one noticed them, and most of them, very poor, stare siderately at a handful of successful colleagues: rich, toff, living in vilas, in style, and deep within the political game (from the shadow).
When national forces gained back the leverage of the government, the world would remain in owe seing the archives of the theft conducted since December 1989 in Romania. Then would be operating a real National Council for the Study of the Security Archives cleaning in-depth the society, completing a true lustration, based on concrete documents and facts. There must be a patriotic part of the services still in action. Hoping that we will see that we are going to need many prisons opening their gates for legendary figures. Maybe not 2,000 seats, but 20,000. All for our multi-millionaires in euro.
Those laying behind bars for a loaf of bread and a salami will be released as workers on the building yards of recontruction, while those who stroke down millions of pensioneers, the children and the youth, the workers and the intellectuals are going to contribute with their stollen money and fortune, inclusively what they have placed abroad, to the reindustrialization of the country and to the recovery of thesocial cohezion, dashed in the years of theft and anarchy.
All the files of illegitimate privatisations, where not even half of the contractual clauses were respected, are going to be void someday. We will see then, after years of ruin and riot, how very rich is Romania though, and how industrious and dignified are in fact Romanians. Everything depends on us and on the divine help.
In the same note of contempt and carelessness characterizing our leaders, they probably will not understand the gravity of the moment. Even if they did, they would not know what is to be done. Some of them, with a more mature thinking, might resort to the salutary intervention of the first mediator of the country, the one who is swinging the protestataries out of their hunger strike by friendship visits and warm shakes of perfused hands.
Let us take the case of the purchase of the two fight frigates from the Great Britain, subject that was discussed in detail at the time.maybe it has not such a great importance that in the transaction, rake offs were both given and taken, important is the fact that those were taken by the official representatives of the Romanian state. And from here to the accusation of corruption at a higher level is only a step. Within the commercial practice of the Western countries, the commissions are stipulated within the contract, in clear, and sujected to taxation. When are certain persons going to get used to respecting the law and not abuse the public money (that belong to us, to the tax payers)%u3000?%u3000!
The profit from Sidex, Petrom or BCR, for instance, does neither return to our salaries nor it betters the way of living, but it increases the fortune of the patrons, most of them foreigners.
When the electricity is bought from the state and then sold with an increased price to the state, when the state lotery is sponsoring with hundreds of thousands of euro football teams, when the market economy is overwhelmed by mediators and all kinds of commissions and when the singular quota of taxation of 16% is maintained, it is difficult to speak about a process of government that is indeed in the interest of the Romanian citizen, and even more difficult to talk about a program of government of the Alliance “Justice and Truth”, the one from the electoral campaign, that was then adopted in the Romanian Parliament. If the Romanian justice is a simple comedy of errors, no one is to joke with the EUROPEAN JUSTICE.
%u3000The legislative function is currently passing through a substantial process of transformation, from an internal perspective and even more from an international one, as the changes are caused especially from applying more often the European or International laws than the national ones. The control over the Parliament’s acts is done taking into account the international treaties: the legislative body must verify if the future laws respect the international treaties and whenever present or past laws do not follow this rule, they must not be applied. Considering the sometimes-frightening scenario of globalization, no matter how fashionable might be today to consider oneself as a pessimist, we must admit that ”the truth is that we are not completely powerless. The emergent future is not predestined; it represents the outcome of all the decisions we make at the present moment. Even now we are taking intelligent steps into the direction of regaining control over our own destiny previously gone loose” (Alvin Toffler). The script of globalization, even though at times pessimistic, helps us indicate the decisions that should be operated, the changes that should be made and the transitional strategies that might facilitate our passage to the future.
