Should pet murderers be forbidden to purchase pets?

There are many cases of animal abuse and murder, which will never be known of, let alone make it to court. Many people dispose of animals they nolonger want, in very cruel ways, as if they are an object with no feelings. They do not think, but how would they feel if they were that animal, at the mercy of some evil or inconsiderate human? Maybe it will be you in your next life. How will you feel about it then?

Should a register be made of pets sold in a pet store and records of their deaths, including an autopsy for certain deaths, in order to prevent pet murder and abuse. And if it is found that a murder had taken place, then that such a person be forbidden and it would be illegal for them to buy an animal in the future.
