Make a list of animal abusers & revoke their right to ever own animals again

A woman I know had her neighbor shoot her dog because he dug holes in her yard & dug under her fence and went to neighbor's yard & chased their chickens-didn't kill any, just chased them.
The dog was only 2 years old, neutered, computer chipped, had all his shots. A sweet little dog-& she had it killed just because he dug in her yard!
Since that time she's gotten several dogs from the shelter & for some reason returns them after a few days. She needs to not be given animals & Return them over & over. She lives in Cops Bay, Or area & needs to be put on a "Do Not Adopt To" list & banned from putting dogs thru the trauma of being adopted & Returned to shelter.
